Falcon and the Winter Soldier and it's depiction of the Flag Smashers  are the latest in a long line of superhero films that have showed  revolutionary figures as villains. But why does this keep happening, and  why do superhero films keep seeming to not understand why people  actually become revolutionaries.

This reminded me of Albert Camus' (i.e. the good Camus) distinction between 'revolt' and 'revolution'. Revolution tends to be an abstract idea, often combined with magical thinking, i.e. "after the revolution life will be paradise". Revolt on the other hand is driven by a concrete need to improve life in specific ways. Camus wasn't a fan of the idea of 'revolution', as it has the potential to both just support the injust status quo (i.e. forever hope for it to happen, and never actually do anything) or, when acting on it, justify the worst atrocities. He saw the solution rather in a constant state of revolting against concrete injustices: i.e. making society better, step by step.
