But is synethic Picard still the same Jean-Luc Picard we've been watching for three decades? Or is the former captain of the USS Enterprise-D actually dead and the Picard at the end of Star Trek Picard someone completely new?

I say what made Picard "Picard" was transferred from one vessel to another. If you were to take a glass of wine and pour it into a bowl, does it change the wine in any way?
