By perspective, they couldn't tell the difference in strength between Luffy and Mihawk. it was just nothing but pure destruction and chaos around them and they were just trying to survive. You have to remember, we've gotten so gradually used to Luffy's freakish strength, that it became normal to us. The things he was pulling off even in East Blue was miracles to these people. At this point in time they looked like gods.

What we see in the original one piece episode is the perspective and thoughts of our main character, and also the pov of the war to the other strong characters each episode, which may seem to be so long. But in reality those povs are all happening at the same time, they are truly in a battlefield. Everything is fast, dangerous and cruel especially for normal humans like those marines in the middle of all supernovas fighting. Thats why when that marine said "I wanna quit this job" I felt it through the bones.

Which led to the assumption that maybe thats why Chopper's bounty so low is because there are some marine chopper fans too that may intervene on bounty releases, makes chopper to be considered as the crew's pet makes his bounty so low just to protect him from bounty hunters and other danger like getting hunted.
