Because honestly the damage from this war will not be just limited to the loss of dragons, the armies of each kingdom (maybe besides the north) are decimated. Not to mention I believe the winter fever( think black plague) starts hitting shortly after the war ends and winter begins.if he wants to implement drastic changes for westeros this is the MOMENT. Also his family will be the only one with dragons when this is over, so his independence is secure not matter what. I also actually don't think he's going to kill that many people, but and it's a big but all the leaders especially the hightowers and council members have to be severely punished for this shit show.

The lords of Westeros would literally rebel(dragon or no) the first moment he leaves the continent shores. No, what he needs to do is secure elamaerys independence from the crown(without clause) to avoid any with ‘Daeron the young dragon’ ambitions. Also remove all things related to dragonlore from Westeros since the dragonbane will just give it to the citadel anyways. While he will definitely execute a bunch of people and will bring them low, he must allow them to see they can rise back up aswell(otherwise the conquest would have taken considerably much longer).
