In this instance, the compromise of ramirez is that he is made ineffective against Illos even as he rises through the ICW ranks. In the end, it helps bring down the ICW 2) The Scourers are by and large there to push the headstrong societies that there is no hope of remaining. Basically Atticus is leaving the magical world no choice but to leave with him.

It wasn’t clear what happened. 2) The necessity of the Scourers is to immediately antagonise the magicals once the Exposure happens or it's because without them the date of the Exposure would start to drag for too long with the majority of the magical world in country-ships leaving little evidence of their existence for the muggles to pick up? If it's the former, in what around what year Exposure would have happened? 3) Were the Monks involved in getting and chosing a soul from other universe to be the Chosen one or were the Precursors that made that part? If it was the Precursors then why they did something that would come back to bite them ? To sweet the flavour of existence? 4)How could the the Monks work under the notion that Atticus would search for them if they’re the ones who presented themselves to him?

Part 4 is battle with fleets, battle by armies, intrigue, plots and so on....it won't be as political as this...but there will be politics but it won't be as heavy as this.
