Completely manipulate everything? No. But it's quite close. They knew that they'd be betrayed but that it was also necessary. MOS orchestrated the interlinked magical world centuries before the icw was founded through their schemes which had been necessary later for the ICW and the statute. The order never intended to interfere with the magical world beyond their mission
