My theory on it all is that Elatra isn't so much a game board as a fortress, designed as a last holdout against the Blight. The gods realise they're losing and in a desperate last ditch effort manage to grab the wrong guy. Considering it's all lost they get out their collective fiddle and start playing...

Or the gods invest their power/influence into the creation of the instance in order to settle a competition or bet, and once the agreed upon timeframe has ended they recind their power and the world is wiped again with the deemed winner getting first choice of breakfast on Sundays or whatever the bet was. Possibly with Rob is doing with the locus is actually absorbing/attuning to concentrated point of God power (like tacks holding down a map) and becoming closer and closer to a deity himself while robbing said ether creepers of their power/influence.

Which then brings up the question of the humans. Because if rob thinks moving him was expensive, they seemingly also either created an entire race with a sufficiently detailed history and set of memories that they believed that they had always existed, or transported an entire fleet of humans in from another world. Either that or the worldborder is considerably further away from the edge in the human direction.

I'm not sure if I'm misunderstanding but do they think the gods are responsible for blight? I just can't shake the feeling that they're not. Also Keira is taking it A LOT better than I expected

I highly doubt that the "gods" are responsible for the destruction either. They're the survivors who survived by virtue of being powerful - kinda like the Dragon Queens of their time - but somehow became trapped in an eternal prison where the only thing they could do to stop from going insane was to amuse themselves by puppeting the new life that were born. That being said, the sentiment is more or less correct. Whoever did this can only be a "god" of some sort.
