Captain Morgan’s Fortified Redoubt
The fortress city that sat at the center of Caribbean piracy and trade. A safe haven for those who rebelled against the Crown and committed the unforgivable crime of piracy.
Originally a settlement constructed by the Spanish, it was taken over by England in the mid seventeenth century, and it became a sanctuary and a base of operations for disaffected pirates and privateers looking to use its convenient location to launch attacks throughout the Spanish Main.
Several times throughout his career, Henry Morgan was placed in a position of responsibility in Jamaica, particularly in Port Royal, and he was the one who arranged for a number of its fortifications. However, his leadership is also responsible for the city itself turning from a place of refuge for pirates and privateers into a place where they met their deaths. In that sense, it can be called “Henry Morgan’s” city.
Manifested as a Noble Phantasm, it takes the form of a sprawling fortress city with strong defensive walls capable of withstanding a bombardment from a fleet of enemy ships. Where it truly shines, however, is in its own offensive bombardment. By utilizing the numerous cannon emplacements set within its walls, Port Royal Cannonade: Sequential Military Bombardment, the enemy can be utterly obliterated by a sustained barrage of fire. It is particularly effective when utilized in staggered waves, whittling down the enemy’s defenses while conserving as much energy as possible.
Although it is a hefty investment normally, the costs for deploying this Noble Phantasm can be mitigated, either through materializing only portions of the city at a time or by Captain Morgan utilizing his Golden Rule skill to invest in the city’s upkeep.

It’s a fun idea in a sense, putting forth a combination of factors allowing for things that normally would be unlikely to happen in a conventional Grail War like Semiramis' Hanging Gardens. Here, no worry about secrecy, or issues of a city already being there taking up space, and a “mysterious” power source that handles the last problem, it being utterly silly to manifest the whole thing for marginal effectiveness.
