For a person to become a vampire, they need to drink a vampire's blood, thereby becoming sired. Being fed on by one will just kill you if you lose too much blood. Harmony was indeed part of the Cordettes, Cordelia's group of friends. Remember that pre-existing medical conditions, like bad eyesight, are not fixed by becoming a vampire. Stupidity would fall under this category. Syphilis though is something that vampires can't catch though. I didn't really think all the kissing was that awkward, so maybe it is just you and maybe it isn't lol.
