The Marisa Tomei joke is that, at the Oscars in 1993, she had some strong competition in the Supporting Actress category, so when her name was announced as the winner for "My Cousin Vinny", it came as a shock to almost everyone; Brian is implying that he rigged the voting so that she'd win.
