Not all states allow them to be in the window, some require a type of temporary plate that has to be displayed on the back of the car where a normal plate goes. Some states require front plates, but not all.

Most of the south has really lenient gun laws and many states don't even require you to have a carrier permit, which not surprisingly is why the amount of road rage shootings down south is literally double that of the northeast. (factual statistic, not opinion)
