Yeah insincere might not be the best word. but Kim is right that they expected him to mention Chuck. Not necessarily about missing him. But everyone knew Chuck, and they knew the reason for Jimmy's suspension had everything to do with him. He gave the panel a generic answer about being remorseful and how it had been on his mind all year, but couldn't even mention his name once. Probably seemed strange to the panel or that he hadn't really learned his lesson.
