You may have missed it in the last movie, but the reason Luna wasn't wearing shoes before is because people kept stealing her stuff, and bullying her/making fun of her. She just tries to be positive about it. She was wearing the Lion hat because that is the symbol of Gryffindor house. She was supporting them. Also, Luna is a Ravenclaw. Same house as me.
