I think Kayle is strong, but given that he likes playing Riven and focuses on tempo, Kayle has quite frankly no tempo in comparison. Quite a few of the other champions in that tier have the same situation. Yorick and Nasus don't really have the strongest early games and Yorick is pretty abuseable.
