It's the seal she's stuffed with leaves saturating it with her chakra by leaving it slightly open and cycling it through, adding more and and more leaves inscribed with their own seals to make them like steel etc, so basically once she has enough leaves she can totally send out Senbonzakura like attacks like Kuchiki Byakuya from Bleach.
