Establish the fair rights for magical creatures that are ppl seriously ppl get mad that the werewolves and vampires side with dark lords who give the promises of equal rights but never try to stop the problem before it pops back up. 3. Start a wizarding world mission or goal to outdo the muggles who have went to the moon seriously these ppl have reality shaping power yet the ppl who do math and smack ppl with sticks have left the planet in a controlled way before them. The magicals need to ether make portals or gateways to other worlds as a way to establish a home away from muggles in case they destroy the planet or try to war with them. Or they need to make colonizes on the moon and other planets ether way it's something to galvanize the wizarding world to be bold and grow not be stagnant and dieing. 4. Establish a proper magical prison that's not guarded by soul demons. Something that ppl who did minor or lesser offense can go to instead of the big A. 5. Set up a proper way that the large majority that are muggle borns can set up houses for themselves to get proper employment and possibly join the wizengament. Or set up a senate that they can join to balance the power that the old houses have in the wizengament. 6. Get the unspeakables on the hunt for a way to remove a horcruax from a person or item properly that way Sirius could get the got credit of not only fighting Voldemort reminisce but also restoring valuable relics of magical Britain and Hogwarts history. 7. Maybe look into the dwarfs nobody in fanon ever brings them up or uses them but it's a thing that the goblins are annoying assholes and they war and got beef with the goblins yet nobody ever uses that. I'm just spitball a bunch of stuff here but if Sirius could offer the magical world a new world to branch out to, with the potential of maybe new magical species or hell even going to the same place the elf's or fae went to would be interesting. Plus it cement him and house Black in history for leading the charge to a new world brings all the magicals world wide together
