Roxxon isn't like the others, they don't have as many superpowers and shit, they're just regular evil, so they thought they were running out of time to still be able to halt Hammer and tried for an attack that in worst case would be blamed on Osborn. Or so they thought. I guess it's lucky Domino only winged that one guy that happened to know the middleman was a Roxxon guy huh? It wasn't shown in chapter, but that's how he survived and got caught and Interrogated
