I think I said at some point on spacebattles that even though Magneto is around, this is MCU Wanda and Pietro, so no relation. Even if they don't end up with HYDRA it just means their path has chanced either way, so unlikely to end up the same way.

Hydra isn't needed, her mutant abilities were always there. The experiment was just a push to awaken and study them. Plus marvel at the time didn't own the X-Men so they had to bend some rules just to bring her and quicksilver into the picture. And infinity stone testing on ppl was there excuse
