I can't see picking anything other than negotiate. It's too tied to a lot of things. Feels like the wrong choice, but the one he'd make.

Why would we trust the words of a thing literally empowered and defined by its loathing for humanity — it’s not merciful to leave the Flock alive, it’s just abdicating responsibility because killing feels bad! There’s no practical way to rehabilitate it, and I think Mal will have some responsibility if it kills again after he let it live purely cause it MIGHT have the capacity for growth.
