In the watch-along some of the cast and crew did on the Critical Role twitch channel, Matt Mercer (the DM for the streamed campaigns) confirmed that around 75000-80000 people died in the Chroma Conclave attack. Other people went and checked the Tal'dorei RP sourcebooks, and taking the numbers listed there Emon had a population of about 350000 before the attack, so while the attack was incredibly destructive, at least the majority of people did not perish. However, the Sovreign's palace and the Cloud Top district that housed most of the government buildings and noble homes was more or less completely destroyed, so the Chroma Conclave very effectively decapitated the humanoid government of Emon. It's not a hard rule or anything, but roughly in terms of the threat they pose: an adult dragon is a threat to a small nation if it goes full on attack against them. An ancient dragon can be a threat to several nations or even an entire continent, depending a bit on the size of the landmass. Four ancient dragons working together? Gilmore is not exaggerating when he says it might be the end of civilization as they know it. The Chroma Conclave seek to establish a draconic empire on the continent of Tal'dorei, and they are fully capable of doing so provided they keep working together and don't start to stab each other in the back. Vox Machina will have to level up quite a bit, so to speak, before they can take them on. ;)
