Fragmenter August release 1: Town Scene- Verbane's Tower and Vendorss

here is the DD file for the updated Rotating Tower scene and the vendor stalls. I'm going to wait on providing the Unicorn file, as I am still working on the other buildings in it. It will likely be out in the second release.
