It takes constant focus and energy to be using any form of Haki including Obeservation, so in situations like this where Luffy is goofing around and not taking it seriously he is usually not using Observation Haki.

Ussops' section portraying him in a better light makes sense if this was the case, lol. I would have loved to see his face as he was listening to their stories though, peak barto fanboy mode is pure gold.
