So i think the main thing is LOK gotta understand that Genin is a rank and it has nothing to do with age, especially since Chuunin exams are extremely hard to pass and your team leader has to recommend you. So yeah there are going to be a ton of tough and experienced Genin that have either never had the chance or have taken the exam multiple times and still not managed to pass.
