I guess the 50% Korean 50% vote system is just a business decision. While there is still a lot of money to be made with global fans the group still promotes in Korea where there are more different ways of making money integrated for them (local merch, fan meets, sponsors, ads, music shows, ...). It's not really fair for Chinese and Japanese girls since of course Korean people would be inclined to support Korean girls. However at this time because everyone was forced to vote for 1 Korean, 1 Chinese and 1 Japanese girl it was still somewhat fair i feel like. Some things do change later but i won't spoil that for you.
