Something my wife said that made me go "oh actually, good point" was that it COULD have been a 'private', back-half of that minutemen group. Like an 'inner circle' in something like the modern proud boys, where they all got together in some smelly D&D basement to figure out how to craft a character, try to scare people, bring about whatever weird and malformed goals they imagined was their duty, politically. After she mentioned, I thought about it with all the info about the guy we have from this episode and realized it absolutely could have been him working in concert with some nerdy/shut-in buddies. Especially with the way different murders seemed done by different people but loosely related. The only loose end is that it's weird none of them squealed but I don't think it's THAT weird. Around that time, people tended to REALLY not want to associated with crime in any way.
