The biggest issue with these older conspiracy theories is that nothing came of them with time. What's the point of developing all these super secret technologies if you're never going to use them? Oh you're developing specially desgined humans for tasks and animal-human hybrids? Cool, what are you using them for? Why create something you're never going to use? Products need buyers, so who the F is buying these? Where's the return on the massive investment that such technologies would require? The insane amount of scientists and security personnel and the massive secrecy operation to keep it all under wraps all costs a lot of money for what benefit exactly? Why even keep most of these secret? Would the public really be that hard against genetic engineering? I'd bet on people begging for catgirls or to be able to choose what eye and hair colour their kids would have...the worst backlash would be evangelical christians getting an aneurysm, but that's about it.
