Seeing NPCs talking to NPCs is always interesting. Obviously, you don't want to overdo it, because the players shouldn't just be an audience to the DM's one-person show, but I think it can be a good way to give perspective on things and to show that the world doesn't just stop when the PCs aren't paying attention. Like, these people have opinions and perspectives on what's going on that don't necessarily just exist to give the PC something to bounce off of.
