Jason survived and he came across the PRT while trying to protect a few street kids. He's become like the little people protector. A Batkid if you will.

The variant man bat serum he got gives him a bat like abilities. He has access to 2 forms. He can partially shift into a hybrid, i.e Bat wings, claws and fangs. Or his full bat form. Imagine dracula from Van Helsing but with tough scales all around his body. Oh and obviously smaller.
