It should be noted that you're only talking about commercial licenses to make revenue. In other words, if you set up a discord bot or API to use any model based on SD3, or use any model based on SD3 to make images to sell for marketing, or selling access to fine tuned models. For the vast majority of users-we go on civitai and download a fine tune for free and use it as a hobby, there is no difference. And no difference for folks that fine tune models and release them on civitai or elsewhere for free access, they only have to bundle in a note that the model was based on SAI's work. They don't need a license either. But if you download a free fine tune model and use that to make money, I believe you'll need to pay the license since the core is from SAI.
