If you have outgoing mail, you put the flag up so the mailman knows that fact. Otherwise they won't stop at your box unless you have incoming mail. Also, if you don't have any stamps, you can leave money in the box with your outgoing letter and they will pick it up and post it for you. They do not put the flag up when they leave your incoming mail, however. You have to figure out when the mail has arrived on your own.
