Government doesn't generally pay for high school stadiums in Texas. The school district will propose a bond to build a new stadium, tax payers in the district vote whether or not to issue the bond. Then it is paid off, usually with low interest, over a certain number of years. High schools also rent these out for college/professional practice fields, and for high school football playoffs to be held there. Businesses also pay exorbitant fees for naming rights. Local fundraisers can be held. Wealthy patrons in the area also donate.

Think about it, if college football is an obsession in the US, then it makes sense that it starts in high school. Yes, high school football is a religion in Texas but it is throughout the south. Here in Georgia, Friday night lights is a big deal. Select games are even televised. We love our football! And most high schools have marching bands that compete in band competitions too so big well designed stadiums are a must.
