I think one of the reason why they haven't created more Tensen is because tan is still a finite resource and creating more would require more tan and also the fact that they didn't think anybody would be able to kill them.

The art and animation are really good and concistant, the OST's are stellar and perfectly placed, they also adapted the manga faithfully. (Also no references, and cinematographic bullshit)
