Toga photo bombs it which gets the attention of Tsuyu who points out Halloween is usually about dressing up as what you AREN'T. Toga dressing up as invisible woman really doesn't do it. So Tsuyu offers Toga her Misty costume that she got but was too tight (boobs look the same but Tsuyu definitely has more ass)
