Elendil is allowed to look scruffy, he's one of the second-born. We're all kinda scruffy, when compared with Elves.

It's so weird - the fact that Maedhros' hair is red is just as obscure as Gil-galad's Finarfinian heritage, and yet the one is totally accepted and the other is totally ignored. I haven't seen any blonde Gil-galads out there.
