Interactive animation?

I've always wanted to try something that lets people interact with my animations. I'm not a dev, so I can't make a whole game, but I can make something simpler - create a "model" but the tracking is linked to the hands.
The tracking could be done with the mouse (or even real hands if I manage it - vtube studio supports hand tracking). Basically, you'd open it in vtube studio and instead of streaming with it, you could "play" with it.
I could add several expressions to toggle on and off, different clothes, accessories like handcuffs, etc.
I used Rao as an example, but it could be someone else...
