Sooo my theory is just that cipher is actually godolkin because when him and sister sage were...getting active? 😭 she was looking at the man, not him, so marie is supposed to revive him I suppose? So he can control the higher position leaders (like homelander?) at least that's what I'm thinking? Idkkkk
