I like this episode cause its not just that Korra was ready to fight yet, it was also how crazy good Kuvira is

It's all mental now. Korra got the poison out, and has been healed physically, but mentally she is still suffering from PTSD. Not to mention she is very rusty, and has hardly fought in 3 years. You can see the loss of muscle mass in her character design. This is precisely why Kuvira baited her into a fight. "I know you are a little rusty". You can also see Korra is out of sync, and her movements are slow. Until she gets her mental state resolved it's going to be hard for her. However if this was Korra before she fought Zaheer this match would not have lasted long. Korra would have destroyed her.

It's tempting to think that the Avatar State is a fix all problem, but you guys gotta remember that the avatar doesn't just turn into a god while they're in it. They get to channel the experience and skill of all the previous avatars while they're in it, but recall taht Korra lost access to all of that at the end of season 2. In addition to that, yes the Avatar can bend all 4 elements but they still only have 1 body. Bending is a physical ability and as such it's limited by physical limitations. The avatar is like someone that's good at multiple fighting styles, but normal benders can be masters of a singular fighting style and take it to greater lengths than normal. Recall that even Aang lost to benders like Azula and Combustion Man, and even in his later life was still able to be bested by Yakone's bloodbending. Hell, Aang lost his connection to the avatar state throughout season 3 because he almost died while in it when Azula struck him with lightning. The fact that there's a repercussion for dying while in the avatar state shows that it's possible for them to lose. This goes double for Korra who's probably the weakest avatar ever since she doesn't have any previous lives to draw on. The only other avatar like that was the first avatar, Wan, and He wa much more skilled and intelligent than Korra was. Throughout the series one thing I consistently see from Korra is that she's a horrible fighter because all she ever does is fight blindly with power and aggression. The fight in this episode highlights the clear difference between someone that fights with a level head and focused skill like Kuvira, versus someone that fights sloppily and with an entitled mindset like Korra. Korra always fights like she should automatically get to win because she's the avatar, and it's one of the things I dislike the most about her.

I think the reason she didn't want to go into the avatar state was because she subconsciously knew something like that would happen. The body is mostly healed, but that doesn't get rid of all of the ptsd overnight.
