I think the aspect of addressing that sometimes people in the past did the best they could *at the time*, but, ultimately, might have made the wrong decision. I think the break from the past lives (which the Answer pointed out began in the ATLA with Aang, honestly), in addition to Korra leaving the portals open shows looking toward a different future....and perhaps not one based on fear and separation.
