If she go out and fights, there will no mom to stay at home and be that support character, she can be helpful to the group even without transform. Plus, she has no fighting background. Shouma and Vram, they're both Granuto so they are physically strong. Hanto is a human and he got beat up a lot when he first transform, he's a detective, he's also don't have any fighting background. Now, we are in the final arc of the show, big baddie start to show up one by one, Sachika cannot keep up now if she become a Rider, she will definitely get beat up if she became a Rider.
