Micchi's world was never invalidated, so he kept the power to "crush all Kamen Riders". But whether he was unable to use it until just down because he was waiting for the right moment or needed that desperate on the verge of death moment, it's left to our imaginations. I'm with you all. He was on the verge of it all ending and that Zombie nature of his let him get back that power right when he was at the end of his rope. That black fox character you saw in the last ep is Kamen Rider Geats promoting their movie: 4 Aces and the Black Fox. Chonologically, that movie takes place AFTER the finale.
