Charlotte does clearly have some Mareep line influence, and even had Wooloo tassels in some of the earlier concept art before her final game appearance dropped those. It makes sense when you realize that just about everyone in Moonlight Pulse is some flavor of fakemon, and the character design artist (Bahamutgreen) is already a Pokemon fan artist.
