Apologies on the 2 month old reply. If you open Virgin Breaks gate before the Pleasure Pastures, Monarch will be in the lower valley of Virgin Breaks along with her keystone.
2022-06-14 21:05:28 +0000 UTCAfter further testing, I can safely say it happens if you access virgin breaks. If you get the keystone from keybele you’re okay, but if you actually open virgin breaks, monarch fails to spawn in. I should add that her keystone also doesn’t spawn in.

2022-04-05 21:23:52 +0000 UTCIt seems that if you unlock virgin breaks and get the keystone from the dragon matriarch before opening pleasure pastures, monarch doesn’t spawn in. I’m not sure if it happens if you don’t talk to the dragon matriarch, but I do know it doesn’t happen if you don’t open virgin breaks before pleasure pastures.
