I'm not sure—it sounds like something a writer of kinky fiction would cook up as a way to bind and gag someone with a liquid. That said, there is a product line called "liquid bandages" that seal the skin back together after a wound that might, if strong enough, be used for bondage and gaggage. But your captive would have to stay still for as long as it takes to set....
