I always wanted to use a Teddiursa/Ursaring in Gen 2 but outside of Crystal they're not available until Blackthorn and Gen 2's curve is so terrible that it's not worth it to use anything new by then (let alone in Kanto which gates off quite a lot from Gen 1 and Gen 2) unless you're willing to heavily grind.
