It is really odd but it seems to be a common thing in the Gen 2 games as Trainers and Gym Leaders are more likely to have Gen 2 Pokemon in Kanto than Johto as well. I guess maybe the devs were just trying to give the player more to do in Kanto since so much of Gen 1's Kanto had to be trimmed down to fit Gold and Silver (though there is a lot of unused data that has been found in the games).

2022-06-12 02:20:42 +0000 UTCHoundour/Houndoom is one of the first Gen 2 pokemon I really came to like and it's always hard to choose whether to go with a Houndour or a Cyndaquil as my main fire user from the first two gens.
