If so, I get the feeling the gang will bump into at least one malicious user in the near future. Ally or not, I really doubt that she is the only one in the world who wields this power.

Maybe she has a strong fighting spirit unlike her ancestors kinda like a stand in Jojo. Maybe her biological parents found a way to reactivate while she was in the womb. Or maybe Luna played a role to restart the flames with one of the surviving descendants.
