I'm with you bro - Ishtar is best girl! And in her defense regarding loosing Gugalanna, it really wasn't her fault. In a parallel world of the Fate universe (different from Fate/Stay Night and Grand Order) called Fate/strange Fake, the version of Ishtar there (not fused with Rin) somehow summoned/stole Gugalanna from our Rin-Ishtar in Grand Order. Although not explicitly stated, it was heavily implied and matches up with why our Ishtar was going around searching for it back in episode 1.
