Old net is just our internet we're using right now, but at some point AI got its own mind, started to multiply itself and rebeled vs humans. Humanity ditched internet as AI became like demon controling everything and after shut down of internet we lost all data humanity ever collected and had to start over. Arasaka is trying to receive something valuable from old net and is forcing netrunners to dive into this hellish spawn of AIs, thats why Lucy was created. But anime or game is not answering question what they exacly lost in old net years ago.

Even she escaped as a kid, they still search for her and her skills, thats why they paid faraday millions to capture her. If you don't understand some things, you can read other patreon long comment under episodes 5,6. Its long but explains everything well without any spoilers. Take care!
