There's something important in episode 16 that they never really explain in the anime (no spoilers). In that moment where Subaru uses Shamac on Garfiel, and it shows something shattering inside him -- that was his gate (the medium through which people channel mana and use magic in this world, if you remember from season 1) breaking. As in, permanently breaking. If you remember from season 1, the reason Subaru went to the capital with Emilia was to have his gate healed by Felix, but I believe the treatment never really finished due to the White Whale hunt and all that, so Subaru was supposed to not use any more magic so as not to damage his gate any further. That's why he yelled "You'd better survive this, body!" right before he used Shamac. He knew what would probably happen, and after his gate breaks, that's why you see him quietly say "Thanks" to his gate, for being able to produce one last spell and help him take down Garfiel. Now that his gate is shattered, he is essentially unable to use magic anymore.
