Firstly, it has to be an individual/group that warrants fear/major worry from the marines and secondly someone who will contribute to the overall story and have a relevant purpose to arriving to egghead.

Kuma's fruit speed is insane and my man just landed in Egghead, so in order to be the RA they had to top that speed. I think it's not them... Unless Dragon is hiding something up and his DF can do that. Only Oda knows man.

At the end of chap 800 the narrator said that the grand fleet would be involved in a great incident so I think it makes sense to be this.... second option would be dragon. Also some people believe that it might be smoker since tashigi was close to egghead too

The last page showed the strawhats and allies in danger, Kuma and Bonney about to get beamed and Luffy getting surrounded by the marines whilst unable to move. Dragon will save Kuma and Bonney and Sabo will save Luffy.
